The method(s) used by the institution to determine which students receive Emergency Financial Aid Grants and how much they would receive under Section 18004(a)(1) of the CARES Act.
- Wingate University developed an application process to collect information for students who experienced unexpected expenses related to the disruption of campus operations due to COVID-19. The University utilizes a google application to collect and document student responses. Amounts are determined based upon students’ applications, confirmed Title IV eligibility and declared need.
Any instructions, directions, or guidance provided by the institution to students concerning the Emergency Financial Aid Grants.
- Wingate University utilized direct emails from the PFAIDS system to notify Title IV eligible students of the availability of the HEERF application process. In addition, a general notification email was sent to all students, faculty and staff regarding the availability of the HEERF. Information, with links to the application and FAQs, is posted to the University Website at https://www.wingate.edu/coronavirus/heerf.

For the quarter ended December 31, 2020 includes expenditures of $1,089,729 as indicated on this December 31, 2000 quarterly report and for the quarter ended September 30, 2020 includes expenditures of $673,500 as indicated on this September 31, 2020 quarterly report.
How the grant was used
- Remote/distance learning infrastructure and training – Assisting faculty to transition to an online setting
- Space preparation – preparing dining, residence halls, common spaces, and classrooms to handle a variety of social-distance protocols
- PPE (Masks, dividers, signage, cleaning supplies) – Preparing to keep students and employees safe
- Reimbursement of housing and dining refunds to families/students
- Housing and feeding students in quarantine/isolation

HEERF II Reporting - CRRSAA
Wingate University received an allocation of funding for direct student support from the Higher Education Emergency Relief Fund II (HEERF II) which is authorized by the Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA). HEERF II financial aid grants to students may be used for any portion of their cost of attendance, and/or for emergency expenses due to COVID-19 such as: housing, food, health care, mental health care, and child care.
Wingate University’s HEERF II allocation totaled $5,245,491, with the student portion being $1,763,229, the amount equal to the student portion spent from HEERF I funding as required. An additional $744,487 was moved from the institutional allocation to provide additional grant funding and to assist students for summer school grants.
Reporting Timeline
Reports are due quarterly and must be posted on the institution's primary website no later than 10 calendar days after the calendar quarter.

- HEERF II Exception: Quarterly reporting for HEERF II for the first quarter of 2021 has been extended to the end of the second calendar quarter, June 30, 2021.
Once funds are fully spent, the institution may indicate that this is the institution’s final quarterly posting and that it covers all remaining HEERF fund expenditures for that specific HEERF Student Portion of funding. After posting, no more quarterly public reporting of Student Portion funds is required.

- Wingate University signed and returned the Certification and Agreement to the U.S. Department of Education on April 12th, 2020 for the HEERF I funds. This signed agreement remains in effect for all additional HEERF fund allocations. Acceptance of the HEERF allocations indicates Butler agrees to abide by all requirements of the funds and assures the institution has used, or intends to use, no less than the required amount of funds to provide HEERF grants to students.
- Wingate received $1,763,229 in HEERF II funds for distribution to students in the form of emergency student aid, with and additional $744,487 from institutional allocation. Total available for student grants: $2,507,716.

4. To support our highest need students across our undergraduate and graduate/professional programs, and acknowledging the requirement of prioritizing students with exceptional need, students with a Federal Pell Grant eligible EFC will be considered for funding. Wingate University awarded automatic grants based on the following eligibility criteria:
- Enrolled a WU for Spring 2021 at time of award
- Have a 2020-2021 FAFSA on file as of 4/13/21
- Expected Family Contribution from the 2020-2021 FAFSA must be $5,711 or below
Students determined eligible for distribution of funds, proportionate to fund availability, based on a "Gap" calculation of: Direct Cost (plus books) - gift aid (including federal and state) - federal student loan eligibility = "GAP". This methodology more specifically targets Federal Pell Grant recipients with the greatest need, accounting for gift aid and loan eligibility.
5. Eligibility notifications to students made via an email from PowerFAIDS. Students must provide affirmative consent (opt in) to use funds to cover cost of attendance components posted as charges to the student accounts (tuition, room & board, etc.)
Student who opt out of using funds to pay for cost of attendance charges will be issued the HEERF II funding in the form of a refund. Students not completing the consent by the deadline date will be considered as opting out.

Summer 2021 Awards $600,000
Awards made for Summer 2021 to undergraduate students only. As all Federal Pell Grant students were funded with HEERF II for Spring 2021, the eligibility criteria was broadened to include all undergraduate financial aid recipients using the prescribed formula below. Summer awards will be made to all students, regardless of Title IV eligibility. Summer awards are made upfront as the student completes the summer financial aid application, therefore not to be considered as covering an outstanding balance. Funds are awarded after they have registered, not to encourage future enrollment as specified in the HEERF II guidance.
Summer awards will be provided to students as follows:

If need is greater than $0, students will be awarded a HEERF grant equivalent to the cost of one class (the greater of internship cost, 3 credit hour course cost). Maximum amount set as equal to the cost of one three credit hour course. In addition, $200 will be provided as a book/technology cost allowance, and $197 for personal/miscellaneous/transportation allowance.
Addition Eligibility Criteria
- Students must be enrolled in at least 3 credit hours for summer.
- Students must be continuously enrolled (Spring 2021 to Summer 2021).

A. Professional Judgement Appeal for recent unemployment of a direct family member (mother or father) of a dependent student or the recent unemployment of an independent student related to COVID-19
- Enrolled at Wingate University for Fall at time of award
- Completion of an appeal form
- Verification of Unemployment due to COVID-19
Students documentation provided in the appeal was reviewed and to validate the unemployment or loss of a supporting family member due to COVID-19. The information reviewed consisted of copy of last pay statement for 2020 or 2021 (to reflect reduction is hours, pay, etc.), documentation of unemployment benefits, any statements from their employer (or personal statement if self-employed). Data reviewed included data from 2020-2021, 2021-2022 and 2022-2023 to help determine the impact of loss from income, information from entity issuing unemployment benefits, supporting statements from students/parents and tax documents related to payroll. If it was for the loss of a supporting family member due to COVID-19, the death certificate or obituary and a statement from student indicating the amount of support that was provided by the family member for education.
- $3,558 grants will be awarded annually for the 2021-2022 year
- Awards are evenly split across all enrolled semesters (note that if only enrolled for a single semester, the student will receive the full amount)

Students exceptional need was determined by the calculating the funding gap between the tuition, fees, room and boards charges less total aid award packages and estimated family contributions. The student’s need was then evaluated and grants ranging from $1,000 to $3,000 were awarded to students
- Amounts awarded ranged between $1,000 and $3,000, in increments of $500
- $2,743,500 has been awarded to 1,429 students
- All amounts have been distributed by December 31, 2021
